Noong umalis ako sa UP hindi pa mahabang panahon ang nakakalipas, mahabang diskusyones na kung anong tag ang dapat nga bang gagamitin ng mga estudyante. Nagpost ako tungkol sa bagay na ito dati pa. At dahil eleksyon nanaman ngayon eh nabubuhay nanaman ang ganitong mga debate sa pagitan ng mga partido pulitikal sa loob ng pamantasan.
Iskolar ng Bayan
Iskolar ka ng bayan dahil ang mamamayan ang nagpapaaral sa iyo. Iyon ang pinakabatayang pagkakainitindi ko sa katagang ito. Pinapaaral ka ng mamamayan dahil sinasagot ng kaban ng bayan ang malaking porsyento ng iyong matrikula. Dahil sa katotohanang ito, inaasahan na dapat ay mag aral ka ng mabuti dahil may pananagutan ka sa mga mamamayang nagpapaaral sa iyo. Hindi mo dapat sayangin ang buwis dahil ayaw ng mga pulitiko natin na naaagawan sila ng pera.
Panahon pa ni Pangulong Marcos, Iskolar ng Bayan na ang termino sa mga mag aaral sa mga pampublikong pamantasan sa bansa. Bago pa mag First Quarter Storm, hanggang sa Occupy Mendiola, Iskolar ng Bayan ang nasa unahan ng mga panawagan para baguhin ang sistema ng bansa.
Iskolar Para Sa Bayan?
Noong panahon ng isang Tsanselor sa UPLB, inilunsad ang kampanyang ito. Naglalayon ito na ipaalala sa mga mag aaral ng pamantasan na ang magaaral ay dapat ialay ang kanyang sarili sa bayan. Isa siyang iskolar na naglilingkod para sa bayan.
Oh ngayon?
Nakakatawa lang na halos pagtalunan pa ng mga kandidato sa eleksyon ng konseho ang mga terminong ito. Parang yung nangyari noong 2008 ata o 2009 kung saan pinagtalunan naman nila ang kahulugan ng activism. Nakakainis isipin na pinagaaksayahan pa ng oras ang mga ganitong bagay kesa ibang mas mahalagang usapin tulad ng representasyon at pagprotekta sa mga organisasyon ng mga mag aaral. Tunay na sumasalamin lang sa uri ng pulitika na meron sa bansa natin sa pambansang antas.
Ang iskolar ng bayan ay pinapaaral ng bayan. Wala tayong dapat pagtalunan dito. Kung sasabihin natin na hindi na tayo dapat maging iskolar ng bayan, para na rin nating hinikayat ang pamahalaan na tuluyan na ngang alisan tayo ng kakarampot na subsidiya. Bilang mga mag aaral na pinapaaral ng mamamayan, responsibilidad natin na maglingkod sa kanila sa anumang antas na ating makakaya.
Karapatan natin ang dekalidad at abot-kayang edukasyon kaya dapat lahat sana tayo ay Iskolar ng Bayan. At dahil lahat tayo ay may karapatang magaral, lahat tayo ay may responsibilidad na paglingkuran ang sambayanan. Iskolar din tayo para sa bayan.
Iskolar ng bayan, para sa bayan. Wala nang dapat pang pagtalunan dito. Karapatan natin ang edukasyon sa lahat ng antas, at katungkulan din natin ang paglingkuran ang sambayanan. Kung kahit isa sa dalawang ito ay mawala sa plataporma ng iyong partido, alam mong hindi mo sila dapat iboto.
Mula sa masa, tungo sa masa.
Iskolar ng bayan, para sa bayan.
Ngayong hapon lang nabalitaan ko ang nangyari kay Lordei Hina, isang mag aaral ng UP Diliman na sinaktan at ninakawan sa UP Diliman Vinzons Hall kahapon. Nakakalungkot.
Nagtatao sa opisina ng student council si Lordei ng biglang pasukin ang opisina ng ilang kalalakihan at nagtangka siyang pagnakawan. Nagtamo si Lordei ng hampas sa ulo. Nasa ICU siya ngayon ng Capitol Medical Center.
Hindi nakakagulat na mangyayari ulit ang ganitong mga bagay. Kahit saang UP campus, may nagaganap na kawalan ng seguridad. Marami ang nananakawan at nasasaktan. Kabilang na nga diyan si Given Grace Cebanico. Maaaring hindi siya sa loob ng UP campus nakatira, pero nakuha ang kanyang katawan sa loob ng lupang nasasakop na ng UP.
Ang budget para sa pagpapaigting ng seguridad ay nakabatay sa MOOE o iyong Maintenance and Other Operating Expenses na tinatawag. Ang MOOE, kasama ng Capital Outlay (o yung badyet sa pagpapagawa ng mga bagong gusali at dormitoryo) ay ibinibigay ng pamahalaan sa UP sa taunang budget appropriations nito. Noong nakaraang taon, ang UP ay nagkaroon ng 1.39 B na budget cut na nagdulot ng malaking pagbagsak sa badyet sa MOOE, at ang Capital Outlay ay 0.
Naging dahilan ito ng pagbaba ng bilang ng mga gwardya at pulis ng UP. Sa halip pa na magtalaga ng gwardya sa campus para maprotektahan ang mga magaaral, pinalitan ang mga ito ng mga CCTV camera na akala mo nama’y may magagawa sa oras mismo ng krimen.
Kung mas malaking badyet lang sana ang itinatalaga sa UP, hindi sana nakokompromiso ang seguridad sa campus nito. Hindi sana nanakawan si Lordei. Wala sana siya sa ospital ngayon.
Bukas, nakatakda ang RED SHIRT DAY sa UP Diliman bilang pagkundena sa naganap kay Lordei. Sa kasalukuyan, isang suspect pa lamang ang nahuhuli at at large pa ang mga kasama nito.
Badyet sa pampublikong pamantasan, dagdagan!

DR. FELINO P. LANSIGAN is a professor at the Institute of Statistics, College of Arts and Sciences and an affiliate professor at the School of Environmental Science and Management. He first joined the University as a graduate research fellow upon graduation from UPLB with a BS degree in Agriculture major in Statistics in 1975. He was appointed as faculty member in 1977 upon obtaining his MS in Statistics at UPLB. In 1982, he finished his PhD degree specializing in statistical hydrology and water resources from Colorado State University.
DR. VIVIAN A. GONZALES first served the University as Affiliate Faculty at the Department of Military Science and Tactics, and at the Department of Social Science, College of Arts and Sciences in 1997. Currently, she is a faculty member of the Institute of Development Management and Governance, College of Public Affairs and is also the incumbent Director of UPLB’s Office of Student Affairs.
She took her BA degree in Psychology and Master of Arts in Community Development, and PhD in Philippine Studies at UP Diliman. She was also the class valedictorian of the National Defense College of the Philippines where she obtained her Master degree in National Security Administration.
DR. REX VICTOR O. CRUZ has been serving UPLB for the last 31 years as faculty member of the College of Forestry and Natural Resources, the last four years of which was as Dean of CFNR. He is also an affiliate professor at the School of Environmental Science and Management. He took his BS and MS in Forestry at UPLB and his PhD in Watershed Management at the University of Arizona. He was conferred the title of UP Scientist 2 in 2009.
DR. DOMINGO E. ANGELES has been serving the university for more than 30 years now. He obtained his BS, MS, and PhD degrees in Horticulture from the University of the Philippines Los Banos. He served as the Chairman of then Department of Horticulture from 1991 to 1997, Associate Dean from 1999 to 2002, and Dean of the College of Agriculture from 2008 to date.
DR. EULOGIO T. CASTILLO is a professor at the Agriculture Credit and Cooperatives Institute, College of Economics and Management. He is currently the president of the All UP Academic Employees Union, UPLB Chapter.
Dr. Castillo obtained his BS in Agriculture and MS in Agricultural Economics degrees from UPLB, his PhD in Agricultural Economics from the University of Illinois. He also took a certificate program on Cooperative Education and Training from Cooperative College in England.
DR. ROBERTO F. RAñOLA, JR. has been working at UPLB for more than 30 years as faculty member of the Department of Agricultural Economics, College of Economics and Management. He is currently the UPLB Vice Chancellor for Administration. He took his BS degree in Agricultural Business at UPLB in 1973, his Masters in Agricultural Development Economics from the Australian National University in 1978, and his PhD in Agricultural Economics from the University of Minnesota in 1984.
DR. RENE RAFAEL C. ESPINO is a professor at the Crops Science Cluster, College of Agriculture, UPLB. He has served the University since 1972. He finished BS and MS degrees in Agriculture at UPLB, and his PhD Major in Horticulture at North Carolina State University. Dr. Espino also held other key positions such as being the National Program Coordinator and Program Director of High Value Commercial Crops Program of the department of Agriculture.

UP Los Baños (UPLB) Chancellor
Luis Rey Velasco has secured UP President
Alfredo Pascual’s approval to use UPLB’s
tuition increment for the establishment
of the Student Fund for Culture and the
Arts, the construction of tambayans for
student organizations, and the repair of
classrooms.
The Student Fund for Culture and the
Arts aims to support student organizations
in the implementation of projects related
to culture and the arts projects. The UPLB
Executive Committee will come up with
guidelines on the selection of benefi ciaries.
Velasco has secured an allotment of P10
million annually for this student fund.
The university wi l l also construct
outdoor tambayans for recognized student
organizations with a budget of P5 million.
The new tambayans will replace those located
inside academic buildings.
Another P10 million has also been
allocated for repair of small classrooms,
including refurbishment of furniture
and fixtures in these rooms. The UPLB
administration is in the process of identifying
the small classrooms to be repaired.
In 2009, the UP System approved UPLB’s
request to charge to the tuition increments
the repair of student dormitories worth
P30 million and the construction of a new
dormitory with a contract price of P60
million.
It may be recalled that in 2007, tuition
in the UP System was increased and that,
along with it, the university implemented
the restructured Socialized Tuition and
Financial Assistance Program (STFAP).
These two initiatives were pushed after two
comprehensive studies on UP tuition and
other fees found that these had been eroded
since 1989 and needed to be adjusted to
account for infl ation. Under the new tuition
scheme, the base tuition per unit for UPLB
students was adjusted to P1,000 per unit
from the previous base of P250-300 per
unit. Miscellaneous fees were also adjusted
from P600 to P2,000.
